The first and ew ential step necosgenry is the
setablishment of a competent system of water police.
With regard to this I would point out that the In-
perial Varitime Customs have for years maintained an
efficient service for the prevention of smuggling in
Canton exters, and I have no doubt that the Inspector-
General would be able to formula be a practical scheme
based on the axporiance of the coast-guard officere.
The most fespihle and inexpansi ve plan appears to me
to authorise the Inspector General to urganise a water
police service which ensil patrol the rivers and es-
tuaries ounstently in fast, well-equipped launches,
and which shall cooperate with or farm part of the
preventive service. The personnel of the layariai
Maritime Mustoms from the natire of their duties are
ahle to keep in touch with foreign shipping much more
intimately along the whole length of the waterwaya con-
cerned than Chiness territorial officers, und if the
